In a World Bank consultation on Extreme Poverty I have attended, Ka Roger said 33M of our kababayans have become squatters in our own land. Extreme poverty were also noted across sectors among Indigenous Peoples, upland farmers, fisherfolks, among others while concerns on the protection of the rights of children, elderly, women, and PWD in these sectors were expressed. Structural issues on corruption and poor governance were noted as factors. Government underspending surely is one cause of not addressing issue on extreme poverty. Structural reforms, and improving local governance' accountability, transparency and inclusiveness is surely a way to address these social issues.
